Lucian Ilie

Senior Associate

Lucian specialises in international arbitration (commercial and investment), European Union law and transnational litigation (private and public international law). He represents companies and States and acts as secretary to the tribunal in international arbitration proceedings, under various arbitration rules (such as ICSID, UNCITRAL, PCA, ICC, LCIA) and in various industry sectors (including construction, telecom and energy).

Lucian holds a dual civil law/common law bachelor’s degree from the University of Toulouse and the University College Dublin (honours). He also obtained a Master’s degree in International and European Law from the University of Toulouse, as well as an LL.M. in International Dispute Resolution from Queen Mary University of London (merits).

Prior to joining Lazareff Le Bars, Lucian acquired experience in arbitration and European litigation, while practicing at different international law firms in Paris, including McDermott Will & Emery and Freshfields Bruckhaus Deringer, as well as at the EU General Court in Luxembourg and within the Legal Service of the European Commission in Brussels.

Lucian is a lecturer at the University of Toulouse where he teaches international arbitration and European Union law. In addition, he acts as arbitrator within the “Frankfurt Investment Arbitration Moot Court” and the “Willem C. Vis International Commercial Arbitration Moot”, as well as judge within the “Philip C. Jessup International Law Moot Court Competition”.

He is a member of the Paris and Bucharest Bars, and speaks English, French and Romanian.

Experience in International Arbitration

• Advising a Senegalese company in the context of an ICC commercial arbitration in relation to a power purchase agreement claim amounting to USD 250 million

• Advising an Emirati company in the context of an UNCITRAL investment arbitration against a North African State in relation to several construction contracts (under the OIC Treaty) for a claim in damages of USD 525 million

• Advising a French investor (natural person) in the context of an UNCITRAL investment arbitration against the Russian Federation in relation to a USD 12 billion expropriation claim

• Advising a French telecommunications company in the context of an ICSID arbitration against the Hashemite Kingdom of Jordan in relation to the renewal of a telecommunications license for a claim in damages of USD 120 million

• Advising a Swedish petroleum company in the context of an ICSID arbitration against the Tunisian State, arising out of an investment contract for a claim in damages of USD 50 million

• Assisting the arbitral tribunal in ICC arbitration proceedings concerning a dispute that arose from a Share Purchase Agreement for a claim in damages of USD 80 million

• Assisting the arbitral tribunal in ICC arbitration proceedings concerning a dispute that arose from a construction contract concluded with a Romanian services provider, and performed in the Sultanate of Oman, for a claim in damages of USD 10 million

• Secretary of the arbitral tribunal in CEPANI arbitration proceedings in relation to a dispute that arose from a construction contract in an African State for a claim in damages of USD 100 million

• Assisting the arbitral tribunal in ICC arbitration proceedings concerning a contract relating to the development of sanitation and electricity infrastructures in an African State for a claim in damages of USD 70 million

• Assisting the arbitral tribunal in ICC proceedings concerning a contract relating to the reconversion of a refinery located in Portugal for a claim in damages of USD 5 million

• Advising Claimant in ICC proceedings against three Respondents with regard to the breach of a gold mining joint venture agreement in West Africa for a claim in damages of USD 145 million

• Advising an English company in the context of an ICC arbitration proceedings, relating to the breach of a distribution agreement for a claim in damages of USD 2 million

• Advising Middle Eastern investors in a telecommunications dispute against an African State for a claim in damages of USD 20 million

• Advising an Ukrainian electricity supplier company against the Republic of Moldova in the context of the annulment and the exequatur of an arbitral award before the Paris Court of Appeal

• Advising a French transport company in the context of an action for damages before the High Court of Justice in London

• Advising a Hungarian energy company in the context of an action for annulment against a State aid decision of the European Commission before the European Court of Justice
